Bad Banks

I was charged $35 for not getting money into the local Bank of America I was in line at the bank and was over 10 minutes in line making me late and they charged $35. I have a recurring payment set up to pay rent and the bank said it would be posted at 2 oclock. It still hasn't been posted My balance is $714 my Available balance is $91 but I cant see who is holding my money.They where late getting the information that i need to see if my rent was paid not to mention around $130 I don't know who is holding.Bank Of America charges $35 if we make mistakes Why can't we charge them for making mistakes?
