Why are site entry forms necessary?

Why is it that a website that offers information to the general public has to have an entry form to fill out? It is a waste of time, irritating because of the delay and the amount of information on the internet could probably be decrease by at least twenty percent if the general consumer didn't have to wade through these jackass entry forms like this one.
