Where are the good teachers!

It's a crying shame that my 11yearold son can identify the facts about most of the Black student in the class heads tilt to the side when the teacher is talking about something to educated them,but only the white children understand what the teacher is infoming,but yet and still they expect for them to past a test,when it's clear they couldn't understand what the teacher was taking about prior.This is clearly a huge amount of children left Behind.
