unrefundable service charge on cancelled order

I cancelled an order with netcarepharmacies.com, five minutes after placing the order. They cancelled the order and kept the 'service charge' of $19.95. I am reporting a dispute on this charge to my bank. Netcarepharmacies is advertising on search engines, they are located in the U.S., as 'free shipping', then they tack on the service charge. I will get that money back with a dispute through my bank. I do believe that ripoffreport.com helped with me a 19.95 service charge from another pharmacy. I am trying to get my info together; all of my email to their website telephone, an incorrect number as I found out from my bank today, were not responded to.
