toolbar madness

There is a certian characteristic about Microsoft Windows and applicatons written for it that have dogged me for years and that is why you can't change the way it responds to a selection to edit command. For example if you click on an address currently in your address bar of your browser the first thing that happens is that it is highlighted. Why can't you choose what happens first, like wherever your mouse is pointing in the address the cursor appears? To get the cursor to appear in the place you're pointing you have to click twice. I realize this is a small thing but over the years it has become a very deep seated annoyance to me. Please somebody change it before I go mad.
