Teacher Not Teaching

A teacher at our elementary school made it clear this year that he would not answer any questions the students in his class had during classtime. They have had to save their questions for after school. I thought he was there to teach. This just isn't good enough. Complaints have had no effect. I am seeking an interesting way to get the parents point across that this is simply not acceptable.
