Stolen shares

I bought share in the Citrus Bank in Vero Beach 15 years ago before they opened their doors. They say they disposed of my shares to the State of Fla. The state says they never received any of my shares. The Citrus bank just gives me the run around. Who do I repoart this to for action against the bank?
