small town builders and the town offices

I colsed on a new home in the Town of Barre Massachusetts, after I closed I found that I have nothing but problems with the home. The house was built in the wetlands, the new septic system has failed, the house has over 15 state code violations and the builders did not finish the home. I have been in the house for 2 1/2 years, I have filed a complaint with the courts and with the town, I feel that the town is allso to blame because the boards did not do thair job. I would like to file a complaint with Washington, how do I go about it ? I do not think people should pay for the faults of the Towns, citys, states.
