prize advisory letters

I have received 4 letters in a week and a half telling me I won a large amount of money. In order to release it I have to send them anywhere from $19.95 to $34.99 processing fee. They GUARANTEE me this money for payment or release. How is this legal? I tried looking up the titles with not much luck( win advisory, award advisory, prize dispatch services). Where else can you get information on these kinds of so called 'Agencies' And again how can this be a legal practice. any advice would be much appreciated. Thanks
