police neglect

I have beeen treated badly by the met police force and I am the only person in england who is apparently not allowed to make aa police complaint. I have had a meat cleaver waved at me whilst my neighbour is out of his head on drugs and threatened to be shot but the police are not willing to do anything due to their own safety bearing in mind that this person has already done time for killing someone I feel the police should care more for those of us who are decent civilians instead of being scared of the ones who are to say the least dangerous but there is nobody within the legal system who is willing to help me and my children. WHY?
