Penalty points

When we get points on our licences here in the uk, they are on there for 3 years,but they must stay on for an extra year WHY, can anyone explain, also when re-applying for car ins why should they ask for any convictions up to 5 years so they can make more money from you.if you have allready paid a fine and the points why should we be penalised for it again.!!!!
