Have made an offer to the local authority to provide a service totally free of charge which at the moment is costing them between £50 and £100 thousand pounds. The existing service provider has never tendered for the service but has carried it out for 9 years. Can the L/A legally ignore such an offer to save 50 to 100 thousand pounds on thier budget?...they seem to be reluctant to want to even speak to us about the offer.
