No brakes

I was driving about 45 mph and slowed to about 30mph (someone was tailgating me) and pulled off into a gravel parking lot. When I stepped on the brakes - no brakes! I pumped instinctively and still nothing. I had 40 feet to stop and saw a 5 foot berm covered with leaves. I headed for it rather than end up in some woods. I went up the berm and bam - hit something with the underside of my Suburu. I was grateful to be stopped. The Suburu people all say that ABS brakes don't work on gravel. I can't believe that anytime you have to pull off the pavement in a hurry and onto gravel there will be a good possibility that you won't have brakes. I'm not talking skid or locking up - I'm talking nothing - no brakes.
