My painter owes me $1800

My painter (Brian Lowney of Brian's Painting in Miami, FL) took advantage of me. I am a single, handicapped woman who got Brian's name & number through some friends of mine. First he stained my deck for $300 & said I needed 3 coats ($300 for each coat). That was in Nov. of 2005. He then painted the outside & inside of my house, replaced the fascia boards (screening under my roof which he said had gone bad), pressure cleaned the roof, cleaned out the gutters, I paid him for new blinds because he knew someone who made wood blinds (he charged me $15 a window to install & I've got 10 windows. All in all i paid him $10,800 & that includes $1800 I paid him for new countertops on Feb. 27. I don't have the countertops & he kept the $.
