IBGifts failure--dishonesty or incompetence?

Company billed credit card after promising to send merchandise. I was never contacted regarding a shipping number, merchandise never shipped and the company went radio silent when I began to inquire about delivery and charges. At best, massively incompetent. At worst, fraudulent. Recommended that you not shop with them to figure out which problem they suffer from.
