Drumming

Why oh why do television producers have drumming and or loud musak in programmes, even when there is speech, practically every transmission has this disease and for me, it is the signal to switch over or off. Can someone explain what this adds to a programme, who thought it up and how it helps those who hear and those who are hard of hearing
