digital TV coverage

I can't get digital TV nules I pay £150 or more for a satellite because we have no coverage. If we had coverage it would cost £40 for a freeview box. 10% of the current BBC licence pays for digital TV - we won't get this till 2011 - so I will have paid about 7 times 10% whihc is nearly a whole licence for TV i can't get.... does nayone else think this is unfair!!!
