Credit Card Scams...

Credit card companies and thier high APR's !!! I paid off Capital One, in full with a credit of almost $600 on October 12th, two days before my closing date which is October 14th, so I thought 'Great !!! I will get a nice refund credit check back and close out this rediculous 29.99% credit card and go somewhere else. Well I get my new statement that closed on the October 14th and Capital One still took out thier finance fee of almost $200, so I phoned them. They told me that they still have to charge me for having a balance on thier card and that I owed them for finance charges. I always thought that if you paid off your credit card in full before the closing date that there were no charges to be paid. But yet they are charging me these rediculous fee's... So naturally I was very upset and told the lady 'I want this account closed immediately !!! and to send me back my credit. She then told me that I had to wait 30 days before they could close my account. So it would take about 6 to 8 weeks before I would ever get any refund credit check in the mail. And of course the check will be for almost $200 less than what I had origanally had in my credit balance. I don't know??? Is it just me or does anyone else know if that is legal, Capital One still charging me finance fee's when I paid them off in full with a credit balance on top of that and for them to still charge me, I just thought that was completely illegal...... I will do some further investigating in this matter......
