CPA that price gouge

Looking for a new CPA for my business. A lawyer friend of mine recommended this gentlemen so arrangements were made to meet. The CPA arrived at my business went through a couple of invoices, never once asked to look through my accounting system was at my facility for about 45 minutes talking mostly with my lawyer friend. And 2 wks later I receive a consultation invoice in the amount of $1000.00. Is this legal?
