Cleaning deposit illegally held

Has anyone else had their security/cleaning deposit held for bogus cleaning charges? I lived at Eaton Village Apartments in Chico, California for 3 of my 6 month lease and I left my apartment absolutely spotless. It was brand new when I moved in and it looked brand new when I left. They claim that my apartment was left a mess and that they can keep my deposit because I 'never did a final walk through inspection before I left.' Anyone else have a problem with them?
