airline baggage handling

Flew from Charlotte to Milwaukee, arriving 11:00 p.m. August 6. When I noticed my damaged bag I reported to the U.S. Airways baggage office, and the woman there said she did not handle damage and gave me a number to call (800-371-4771 ... it disconnects after a recorded message). I went home, called another number (866-523-5333) Tuesday the 8th, and was told that I had to report the damage within four hours and at the airport. Explaining that their employee told me otherwise, and that it would cost more in time/money to drive 100 miles (round trip) to the Milwaukee airport, the finally agreed to have someone pick up my bag. When nothing happened in a couple of days I called and was told, again, 'four hours, airport', but after more wrangling they said I could file a written statement of the damage and gave me a fax number (480-693-2305). I faxed the letter and photos of the damage to that number August 16, and have a proof of fax confirmation that the transmission went through. Again, nothing happened for a couple of days so I called again, and after dancing around 'four hours/airport' was told that it might take up to ten business days for someone to pick up the bag. I called again September 1 (more than 10 business days), and was told by Fernando (603214) that someone would pick up the bag Monday or Tuesday. Since he may have been in a call center in Guatemala he didn't seem to understand that Monday was Labor Day, but Tuesday was fine with me. No one Tuesday. I call again today, and after being put on hold three times while the agent talks to a supervisor, she asks again if she can put me on hold and I said no, she could call me back when she finished her conversation. She said OK, repeated my phone number on file --- and has not called back.
