about nail salon

My sister was workfor the nail saln in Brooklyn NY,I really don't know why that salon have the worker with no license ,every worker and the salon it so dirty and alot of camecal smell,the owner not to pay nothing for the store to protect heath for wokrer,why the state board didn't com to check,why they came to evry salon ,but not that one,for ten years aready,the owner not respect customer ,because they keep the suplies so dirty ,not to clean and use one stub for every customer all day.I hope some one can help me to do somthing let that salon get better please, because my sister still work there,and please don't let them know about my sister and me.Thank you.
