11 mph in city in my Kia Amanti w/3834 miles on it

I purschased a new Kia Amanti this yr,2006. It was a new 2005 never driven or titled. I average 11.5 mpg in the city and 20.5 on the road. I do my driving in the city being disabled 99% and Kia tells me and the service manager tells me that many people see better gas mileage after 6000 to 7000 miles. I've owned it since approx February. It states that milage will vary w/options,driving conditions,driving habits and vehicle's condition. Results reported to EPA indicate that the majority of vehicles with these estimates will achieve between 14 and 20 mpg in the city, and between 21 and 29 mpg on the highway. I am not getting anywhere near that and am not Speed Racer. I would settle for 14mpg in the city! WHAT GIVES.
