Why Me?

I am a property manager for an apartment complex, When people move out they expect their deposit back, even if the apartment is filthy, the countertops are scratched, and there is 6 ft of tash in the front room. I do not make the rules, the owner says to charge and I must charge. We have to pay so this passes on to the tenant. But I am the bad guy, I am the one that gets yelled at and all I am doing is my job.
