website, host with no morals

ken at info@montanaken.com was paid for building a website for my husband's business. (1000.00) Is paid yearly for upkeep and maintaining it of (250.00). Three days ago he call us an demand 200.00 for a new program. I told him I would think about it. So now our website is down. I think this is illegal and some type of fraud.
