wasted time on scams

I want to complain about all the scams in my email. I haven't fallen for them but I can see how many, many people are getting into trouble with losing money, lost identities (and all the headaches that can entail) and just all the time I spend on sorting through them and sending them on to other agencies. I wonder if any of them are ever actually investigated. There has to be some solution, some way to stop them, most likely starting at the top with the companies that issue these email addresses--starting with yahoo?? I have gotten several emails from Paypal, my bank, The IRS, NCUA,etc., that really look authentic but of course are not, and have caused me a moment of concern, so I checked out my accounts and changed my passwords.
