Unprofessional Black Maintenace Boys

I live at Marymont Apartments in Laurel MD, and I have encountered the worse of the worse maintenace boys on the face of the earth. I have noticed anytime there is a group of Black maintenace boys they render a demeanor of rudness in clearly lax attitudes about completing a job they start. They always seem to give excuses of why they cannot complete the job and will become confrontation and combative when you inquiry why the job cannot be finsihed. I have noticed this type of behavior only with Black people and not with whites. My question is why the combative attitude with Black maintenace boys? Are they angry? Or just lack the demenaor to display any type of professional behavior when doing a job?
