my boyfriend says he is home schooling his 15 year old daughter, but I don't see any evidence that he teaches her anything. he sleeps in until 1 pm everyday, and is always on the computer when I get home from work. the house is always a mess, and his daughter is usually out with her friends until almost 2 a.m. he has a friend who home schools her son also, and the son has recently moved into my boyfriend's house to live with us. this kid is 18 and already has a criminal record. I am planning on moving out of this mess, and would like to report both of these parents for neglect. who do I contact to get something done about it?

Contact your local dept of health and Human services, normally a state agency. If there is criminal activity involved, contact the police. The local juvenile authority would also be a good idea. GET OUT OF THERE first.
