Toilet facilities

I went to a Department of Works and Pensions office in London with an elderly friend ( she is in her 80s, I am a Job Seeker). I was refused permission to use the toilet. My friend had to wait 20 minutes while the manager made a decision to allow her to use the toilet. In the time it took she ended up with a fifty pound parking penalty. I have made an official complaint to the department (receipted). It is several months now since the incident. I have never had a reply from the DWP
