The neighborhood plight

Our neighborhood has had renters in this particuliar house for almost 2 years. There are 4 adults 8 children and we believe they are foster children. They live in an 800 Sq ft.cabin. They are vandalizing all the neighbors homes. The cabin always looks like they are having a garage sale, refrigerators, mattresses, old cars on jacks,junk all over the yard. These kids have broken into our homes but we can't prove it. All the neighbors are selling their homes because of these renters in this cabin. What can we do to remove them from our neighborhood. Apparently, the owners are not to be rectoned with either. Need some suggestions. Thank you
