Target Stores policy intent

On 10-20-06 I purchased several items totaling 132.92. As I was leaving the store I noticed that I was charged 13.99 for a clearance item that should have been 3.24. I went to the service counter only to find that my only option was to get a gift card since I had written a check. I requested that my check be retrieved and I would write another check in the correct amount. This could not be done. I returned to the store the next morning to visit with the store manager Chad and found that I still had the same option of getting a gift card only redeemable at Target. This option is not acceptable to me as the cashier made an error and I do not wish to be restricted to a gift card that must be used at this store. I do fully understand the policy requiring this and it's intent which is to prevent purchases made by check from being converted to cash when there are not sufficient funds to cover the check. I also understand that policies are guidelines for operation and may be adjusted to meet the situation. I talked with a customer service representative on the phone on 10-22-06 at approximately 4 pm CST and found the same options and the representative eventually hung up on me. I then went to Targets website and tried unsuccessfully to find an area devoted to customer service for store transactions. I was able to locate this page and am sending this summary of an unpleasant experience in hopes that it will reach an executive level employee who is concerned about customer service. My request as a customer is that Target refund this error to me in cash, and that I receive a letter of apology from the store manager for the wasted time spent dealing with this event. Frank
