Target shopping cart dented my car

It's been two years now. I was driving in the Target parking lot when a cart came out of now where and slammed into my car. I went in and talked with the manager who apologized and told em my car would be taken care of, However corporate said it was not their fault, that they are not responsible. The damage is estimated at over a thousand dollars. How on earth is their shopping cart hitting my car now their fault. Not to mention that after the incident the manager had his staff go get carts because it was awindy day.
