Smoking area in Resturant

Went to Denny's in my hometown, and found the workers smoking in the nonsmoking area.Plus, they were so busy smoking, the service really was pathetic.When we got home,after receiving the usual runaround,we e-mailed them. Two weeks later, I contacted them again.Yada yada yada.It's been over a month,and they won't talk.Is this normal?
