Safe Walking?

Reisterstown, Maryland is a terrible place to go for a walk in you are in a wheelchair. There are few curb cuts, high curbs, holes in the sidewalk, no sidewalks, and large bumps and dips everywhere. The only 'safe' place for a person in a wheelchair is in the street. It seems that Reisterstown, and Baltimore in general, wants its disabled residents to get hit by cars or stay inside and not be seen. Maybe the people in Baltimore County who approve of the way things are built should have to navigate in a wheelchair for a week. That might change their perspective; I doubt it, though.
