rude neighbor

I have a rude neighbor. The policy for noise is nothing loud beyond 9 pm. Does he obey? No. He lives next door and comes outside AFTER 9pm to rummage through his junk shed or start moving more junk from his car to his mobile home. He parks his car as close as possible to our mobile unit and even walks on our side of the space unit. He leaves his windows open and you can hear him lift weights as well as go to the bathroom..eeewwwwww!. He leaves his radio on all day and night and you can hear it. Anyway, we have a new on-site manager who lives across from him. You would think she would say something...NOPE..So, I guess, if she doesn't tell him to do his junk sorting in the day time instead of night time, I can not complain but it is annoying. I have a sick husband who is very sensitive to his noise. I dare not mention anything to the neighbor because the last time anything was mention, he acted offended and did his utmost to be noisier...can't win for losing eh?
