Roodee car park

On 18/11/06 parked in Chester Roodee car park but as full to capacity left car at end of line of vehicles in a safe and orderly position only to receive a £40 Excess Charge notice because we were not in a marked bay! Neither were many other vehicles but not all received Notices. We have appealed but this has been refused. Now £40 out of pocket for paying and displaying. Shouldn't there have been a sign or barrier stating no more vehicles allowed?
