Just because you didnt say no doesnt mean its not rape. In fact, that's usually the card that rapists play. Did you give your consent at any point? Were you in a position to be able to give your consent? (Meaning not unconscious or under the influence of drugs or the like) I see no reason why you cant still report this rape to the police. You dont have to be "allowed an opportunity to say no" for it to be rape. If that was the case, every rapist would make it a point to incapacitate their victim so they could escape the law.
