proprietary electric company

I have a complaint againt the Banning, CA electric company. They will not allow payment options. The bill has to be completely paid in full or they will shut off electricity. They even told me they will do it if the temps are over 100 degrees. I think this is abhorent, inhumane business practice. Yes, I know they need to get paid, but what is wrong with allowing people, especially people who have had an honest emergency come up, to pay their bill in two parts? I despise this company and can't wait until I move to get back to Edison, which does work with their customers.
