Manufacturers of tankless water heaters should be required to clearly notify prospective customers of the minimum flow through their equipment that is required to keep the unit working (heating water). When cold water is mixed in with hot, to arrive at a desired temperature, the amount of hot water flowing throug the apparatus my be decreased to the point that the unit cuts off, produces no more hot water, and the outflow becomes cold (bad news, especially in a shower).
