premium rate charge

On accessing my phone bill via the net I have discovered there are 15 premium rate calls charged to me which I have categorically not made. BT are washing their hands of this but have referred me to the source 1 Touch UK this being a Big Brother voting company. How can they get away with stealing money from me as I have no option but to pay this bill.
