Picerne Realty is a slum lord in New Britain. HUD subsidized housing is substandard. Non-functioning toilets, peeling paint patched with duct tape,carpets patched with duct tape, windows have to be propped open, hallways up to 92 stuffy degrees keeping chronically ill people confined to their apartments,does anybody care?
