Phone Calls from Unlisted Phone

For a quite some time now I've been getting annoying phone calls at least 10-20 times a day. A number appears on my caller id with a number and 'unavailable'. My phone company Verizon says it's not listed in their directory but know it's from PA. Does anybody have any suggestions how to stop calls like this?
