
online store hasn't refunded money back in months

Around April of this year, I bought graduation gifts for students from an online business. A goodly portion I had to return because they were tarnished or blemished. Months have passed; two written inquiries basically ignored- I have never had such a negative experience such as this. I am owed, fortunately, less than $40, but that is also quite an amount, not like 40 cents. Don't know what to do....
