oh so bad neighbor

I have a neighbor that is constantly making trouble. She and he have called the police making false accusations (whatever). She made 6to7 calls to the police in a 2wk. period. Example: 1. kicked dog at fence 2. blowed kisses and called them b---- and wh---. 3. shooting gun. 4.child molesting. 5+6 disturbing peace. Now she has stopped my daughter in town wanting to beat her up. I can't get a resraint order or peace warrant, whats your advice? I just had open heart surgery 12 wks ago and my daughter is mentally slow
