
NYC Department Of Consumer Affairs Enables Contrac

Based on my own recent experience and reviewing some of the complaints of others like me, I am convinced that an overhaul of the Department of Consumer Affair's practices in regard to licensing and monitoring home improvement contractors should be strongly considered. It has also become quite clear to me that the Commissioner, Jonathan Mintz, has no interest in changing any of the current procedures. Efforts to reach those on the City Council, including Leroy Comrie and Christine Quinn have proved fruitless. I learned the hard way that home improvement companies in this city can systematically rip off consumers and get away with it, enabled by, at least in part, the very agency supposedly designed to protect consumers – the DCA. Based on what I know now: 1-It is far too easy to get a contractor's license, including not checking that applications are complete or truthful. 2-Renewing a license is automatic, whether or not there are complaints in the system. 3-There is no follow-up by the City on contractor practices even when there are major complaints made by consumers. 4-The DCA is more than slow to react to complaints. 5-The DCA is, at best, erratic at giving out useful information.
