None Return of Long Distance Deposit by Qwest

Qwest accepts a long distant service deposit and then will not allow access to that service for years. When called on it they will not return the deposit saying that they forwarded it to AT&T who was my carrier. When faced with a three way conversation with AT&T and myself. Qwest Hung up and would not speak to the representative from AT&T or myself again. But still continued to block any attempted long distance calls placed from my home phone. I just recently cancelled their service due to this situation and asked that they provide a finial bill and return the deposit. I got the bill but not the Deposit. Now isn't that sweet? The local Public Utilities Commision seem to have been defanged by this Companies policys or is simply out of existance. dh
