Noisy neighbours

Why do some people assume the neighbourhood wants to hear their cheap radio blasting out manic, hysterical football commentaries for hours at the weekend? What a sad life some folks live! Has anyone invented a machine for jamming unwanted radio noise? Or even blowing them apart when the volume is racked up? There's a fortune waiting for this inventor!!
