neighborhood complaint

I live in a small neighborhood in a closed codasack. With the few parking we have of about nine house, theirs at least five trucks, which are business trucks that pick up shopping carts. Those trucks use up all the parking in the neighborhood and belong to one house that has at least four families in a single home complex. I am so tired of this! Their new neighbors and their taking advantage. What can i do????
