Talk to here and ask her what is happening in her life. Perhaps someone did something or said something that made her feel uncomfortable about her body and she is trying to fish for complements from you. Teens tend to over compensate for issues in their lives and it sounds to me like she is doing just that. I agree with turning down the heat to get her to dress more. Perhaps buy her a pretty robe and tell her you would feel more comfortable wearing that than just her underwear.
