mail carrier not doing his job

We have two mail carriers and the one that delievers on weekdays does her job but needless to say the weekend carrier doesn't. If i have a box to big to fit in my mail box he throws it on the ground. That is uncalled for. He is surpose to put me a pick slip in my box telling me there is a package to pick up at the post office. It doesn't do any good to tell your postmaster about it because she isn't handleing the complaints that are coming in about this guy. He also picked up mail from down the street and as he headed down the street the mail flew out his car needless to say he didn't stop to pick it up. I went pick it up and it was a bill that the neighbor down the street was mailing out. This guy needs to be taking off the route. What can we do to get him off?
